This study is a comparative analysis of leadership between President Susilo Bambang Yudhoyono and President Joko Widodo that focuses on the importance of adopting moderate terminology in Indonesian foreign policy. This study used qualitative research methods. The data was collected from interviews with the Indonesian Ministry of Foreign Affairs, academics and peace practitioners in Indonesia. Researchers found differences in the urgency of the term "moderate" in Indonesian foreign policy in the era of President SBY and President Jokowi. President SBY uses moderate terminology to correct, persuade, prove, and emphasize that Islam in Indonesia does not legalize the use of violence in religious life. President SBY explained that Islam in Indonesia can synergize with democratic values and can live side-by-side with people of other religions. However, President SBY did not pay attention to domestic conditions and instead allowed an arrogant mass organization, namely the FPI, to commit acts of violence against religious minorities. The various images of Islam conveyed by President SBY are inversely proportional to the conditions of inter-religious relations within the country. Meanwhile, President Jokowi, although not prioritizing efforts to rebrand the image of Islam in Indonesia, the Indonesian President continues to use moderate terminology, namely Moderate Islam in various Indonesian foreign affairs. Due to Indonesia's international cooperation, President Jokowi uses the issue of moderate Islam to assist the country's national development program. To maintain religious harmony, President Jokowi issued a stern policy of prohibiting and revoking the legal permits of FPI and HTI. These organizations are mass organizations and Islamic groups that violate Pancasila values. However, there is a red note in Jokowi's current administration, namely that there has been no review of discriminatory laws.
