The life of religious moderation is an important issue to grow in educational institutions, especially universities because of the vulnerability of infiltration of radicalism and extremism. Therefore, this study aims to discuss the practice of religious moderation in State Islamic Religious Universities. This study is a qualitative study using a phenomenological approach. The population of this study were three State Islamic Religious Universities located in East Java, namely Universitas Islam Negeri Maulana Malik Ibrahim Malang, Universitas Islam Negeri Sunan Ampel Surabaya, dan Universitas Islam Negeri KH Achmad Siddiq Jember. Data were collected by observation, interview, and documentation. The data is verified through the technique of increasing persistence, triangulation, and discussion. Data were analyzed by means of horizontalization, data reduction, second stage of data collection, and final identification. The results of this study indicate that three State Islamic Religious Universities located in East Java implement the values of moderation in the Al-Qur'an and Hadith, prioritizing the principles of deliberation, fairness, freedom and human rights, tolerance, openness, dialogue and avoiding excessive fanaticism, apply the principles of ease in religion, balance, and being pluralistic and consultative as well as creating stability. The results of this study prove that the practice of religious moderation in State Islamic Religious Universities can build a moderate educational paradigm as a solution in fostering understanding and moderation behavior in Indonesia.
